Governor announces start of construction of low- and moderate-income housing in Isabela

Isabela, Puerto Rico – Governor Jenniffer González Colón and Ricardo Álvarez Barreto, Executive Director of the Housing Finance Authority (AFV), announced today the beginning of construction of the Miraflor Village Apartments project in the Municipality of Isabela.

“The laying of the cornerstone of the Miraflor Village Apartments project in Isabela, which offers options for people with an income range of $13,740 to $21,180, represents the beginning of essential work to expand access to safe, decent, and affordable housing, key to our vision for a Puerto Rico where every family has the opportunity to prosper. For 18 years, since 2007, Isabela has not received tax credits for this type of project. Our administration strives daily to honor our commitment to expedite and responsibly execute every project financed with federal funds, always prioritizing the well-being of our communities,” said González Colón.

“In compliance with Governor Jenniffer González Colón's public policy of contributing to the development of affordable housing for low- and moderate-income Puerto Rican families, we have provided funding for the completion of this important project and thus meet the housing demand in the western part of the island,” commented Álvarez Barreto.

The governor and the director of AFV were joined at the laying of the project's cornerstone by the Secretary of the Department of Housing, Ciary Pérez Peña; the Mayor of Isabela, Miguel Enrique "Ricky" Méndez Pérez; Senator Jeison Rosa Ramos for the Mayagüez District; and Reinaldo "Rey" Figueroa Acevedo, Representative of District 16 (Isabela, Aguadilla, and San Sebastián). "Together with the Housing Finance Authority, our Department continues to work with responsibility, a sense of urgency, and, above all, sensitivity to increasingly provide more opportunities for our people so their families can enjoy a decent and affordable home. Every head of household aspires to their children growing up in a safe home, in a peaceful environment, and in a community where they can thrive. For us, it is a privilege to be able to do our part to make those dreams a reality," said the Secretary of Housing.

This new construction project is being achieved with a capital contribution of $56.9 million from federal tax credits and $24.9 million from the HOME Program, for a total construction cost of $81.8 million. Both programs are administered by the AFV, whose funding was secured by González Colón as a member of Congress.

To qualify for this housing project, whose applications will be available starting in the summer of 2026, applicants must have an average income of $13,740, increasing to $21,180 depending on household size. It is important to note that these incomes are subject to change annually, as established by the United States Department of Housing and Urban Development (HUD).

The project will consist of 168 apartment units distributed across seven three-story buildings with 24 dwelling units each. The total will include 42 one-bedroom units, 42 two-bedroom units, and 84 three-bedroom units. All units include ENERGY STAR appliances (refrigerator, stove, and microwave), smoke detectors, a solar water heater, hurricane-resistant windows, photovoltaic system connections in some unit receptacles, and low-flow water fixtures. As required by the HOME Program, the project will be Green, following the ICC-700 National Green Building Standard Certification.

In addition, it will feature a photovoltaic system for the administration building and common areas, as well as a solar water heater. It will also have a controlled-access entrance, a recreational park area, an administration office, an activities room, and a parking area.

“At the Housing Finance Authority, we continue working so that more Puerto Ricans can obtain a decent and safe home,” emphasized Álvarez Barreto.

This project is intended for families who must comply with the income limits of Section 42 IRC and the HOME Program. The project developer is ACRUVA Community Developers Puerto Rico, and the co-developer is EJ Community Development, LLC. The general contractor is Aireko Construction, LLC, and the project design is being led by Young & de la Sota Architects, PSC. Miraflor Village Apartments will be located on State Highway #212, km 2.5, Mora Neighborhood, Miraflores Sector, Isabela.
